June 15, 2021 is the TX Gov’t Alternative Fuel Fleet Grant Program Deadline

Don’t miss the deadline! The Texas Governmental Alternative Fuel Fleet (GAFF) grant program’s deadline is nearing. The deadline is June 15, 2021. The program is made available by Texas Commission on Environmental Quality (TCEQ) under the Texas Emissions Reduction Plan (TERP).

Up to $6 million is available on a competitive basis for projects to purchase or lease new on-road vehicles that operate on alternative fuels including propane.

Up to 10% of awarded funds may be granted for the purchase, lease, or installation of refueling infrastructure or equipment, or refueling services in conjunction with an eligible vehicle purchase or lease if there is not an accessible fueling station within five miles.

Eligible Applicants: Eligible applicants include state agencies, counties, municipalities, school districts, junior college districts, river authorities, water districts or other special districts, or other political subdivisions that own and operate a fleet of more than 15 motor vehicles.

Eligible applicants may include a commercial mass transit or school transportation provider that operates on the behalf of a school district or county transportation system as well. Federal agencies are not eligible.

Eligible vehicles: REPLACEMENT IS NOT REQUIRED. New vehicles may be dedicated or bi-fuel propane. If the vehicle is a conversion, it must be converted before the first point of sale.

If fleet is awarded the competitive grant, fleet has 18 months from award to make a purchase.

Eligible Areas: Grants under this solicitation will be available statewide, but priority will be given to projects located in or near the nonattainment areas and in the affected counties.

Priority Counties include North Texas: Collin, Dallas, Denton, Ellis, Henderson, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant & Wise. East Texas: Gregg, Harrison, Rusk, Smith,& Upshur counties. Golden Triangle: Hardin, Jefferson, and Orange counties. Greater Houston/Gulf Coast: Brazoria, Chambers, Fort Bend, Galveston, Harris, Liberty, Montgomery, and Waller counties. Central Texas: Bastrop, Caldwell, Hays, Travis, and Williamson counties. South Texas: Bexar, Comal, Guadalupe, Nueces, San Patricio and Wilson coun-ties. West Texas: El Paso county.

Any eligible applicant statewide can apply even if they are not in a priority county. However, higher points will be awarded for priority areas.

Grant Amounts: TCEQ has established pre-determined grant amounts for the purchase or lease of eligible vehicles. Grant amounts by vehicle class are provided below.

Class 1 Vehicles – $15,000
Class 2-3 Vehicles – $20,000
Class 4-6 Vehicles – $35,000
Class 7-8 Vehicles – $70,000

Grant Awards: Grant is competitive.

TCEQ will evaluate, score, and rank applications based on a number of factors. If selected, again, fleets have 1.5 years to make a purchase. No annual reports will be required for awardees.
